The Application Process

Nulla Osta Application
Your Italian employer submits the Nulla Osta application through the Ministry of Interior portal. Most non-seasonal work permits depend on the annual Decreto Flussi quota, which is published by the government and opens at fixed 'click days' each year.
- 2026-2028 Decreto Flussi cycle: 165,000 entries per year, with sub-quotas for specific countries and sectors (transport, construction, hospitality, agriculture).
- Highly skilled workers (EU Blue Card route), researchers, executives, and intra-company transfers are quota-exempt.
- Employers prepare the application using online credentials (SPID or CIE), uploading the contract, qualification proofs, and tax compliance evidence.
- Sportello Unico per l'Immigrazione issues the Nulla Osta within 30 to 90 days, subject to police, prefecture, and labour-office checks.
Visa Application
Once the Nulla Osta is issued, the worker applies at the Italian consulate covering their country of residence. The visa file mirrors the employer's submission and adds the standard biometric and civil documents.
- Required: passport, signed copy of the Nulla Osta, employment contract, proof of accommodation in Italy, and apostilled criminal-record certificate.
- Consular fee is approximately €116, plus around €60 service fee where VFS is used.
- Visa decisions are usually issued within 30 to 60 days, faster for quota-exempt routes (researchers, Blue Card).
- Highly skilled workers under the EU Blue Card route benefit from streamlined timelines and direct family inclusion at the visa stage.
Entry to Italy
The work visa is typically valid for 6 months from issue and allows a single entry. You travel to Italy and report to the Sportello Unico within 8 days to sign the contract of stay (contratto di soggiorno).
- The contratto di soggiorno commits the employer to maintaining accommodation and paying the return-trip cost if the employment ends.
- Apply for your Codice Fiscale at the Agenzia delle Entrate; you'll need it to register at INPS and onboard with the employer.
- Register at the Anagrafe of your municipality once you have a permanent address.
- INPS social-security contributions begin from day 1 of employment, even before the Permesso is issued.
Permesso di Soggiorno
The Sportello Unico hands you a kit giallo (yellow envelope) with the Permesso di Soggiorno application. You file it at a designated post office within 8 days of arrival, and the Questura calls you in for biometrics 1 to 3 months later.
- First permit is valid for the duration of the contract, with a maximum of 2 years for the initial issue.
- Renewals are filed at the Questura up to 60 days before expiry, with proof of continued employment and a new contratto di soggiorno if the employer has changed.
- After 5 years of continuous legal residence and stable income, you can apply for an EU long-term residence permit (Permesso UE).
- Family reunification is possible after 1 year of residence in Italy with sufficient income and adequate housing.
