Housing Search

The Italian consulate must see proof of suitable accommodation in Italy before it issues the visa: a notarised purchase deed or a registered long-term lease (at least 12 months). 'Suitable' is interpreted strictly: studio apartments are sometimes refused for couples or families.

  • Most applicants negotiate the lease or close on the property a few weeks before the consular appointment, with funds in escrow if the deal isn't yet final.
  • The lease must be registered with the Agenzia delle Entrate, and a copy of the registration certificate (contratto di locazione registrato) included in the file.
  • Some consulates request photographs of the home, floor plans, and proof that utilities are operational.
  • Buying outright accelerates the file but isn't required: a 12 to 24-month registered rental works equally well.

Visa Interview

You attend the Italian consulate that covers your area of residence. Bring the full file: financial proof, accommodation, health insurance, criminal-record certificate, and a clear written explanation of how you'll support yourself in Italy without working.

  • Income threshold is around €32,000 net per year for a single applicant, +20% for a spouse, +5% per child. Many consulates apply higher internal thresholds (€38,000+).
  • Acceptable income sources: pensions, dividends, interest, rental income, royalties. Wages and freelance income do not qualify because the visa prohibits work.
  • Consular fee is approximately €116, the highest fee among Italian visa categories, reflecting the case complexity.
  • Most consulates require the income to be evidenced for at least 12 months prior, with a clear declaration that it will continue.

Permesso di Soggiorno

The visa allows entry into Italy. Within 8 days of arrival, you must request your Permesso di Soggiorno at the post office (sportello amico) using the kit giallo. Your appointment at the local Questura follows.

  • The kit collection sets a Questura appointment, usually 1 to 3 months out.
  • At the Questura, you give biometrics and submit the originals.
  • First permit is typically valid for 1 year, then renewable for successive 2-year periods provided you continue to meet income, accommodation, and no-work conditions.
  • Total cost for kit + permit + photo runs about €100 to €150 per applicant.

Residency Registration

Once you have the Permesso, register with the Anagrafe at your local town hall (comune). This is the formal residency record that makes you a tax resident, gives you access to healthcare registration, and counts toward the 10 years required for citizenship.

  • Anagrafe registration triggers a vigile (local police officer) visit to confirm you actually live at the declared address.
  • Once registered, you enrol in the Italian National Health Service (SSN). Elective Residence applicants pay an annual contribution based on income (roughly €2,000 to €3,000 for typical retirees).
  • Tax residency starts on the day you spend 183 days in Italy, or earlier if you're permanently registered. Plan ahead with a tax adviser to handle worldwide income reporting.
  • After 5 years of legal residence you can apply for permanent residence; after 10 for citizenship by naturalisation.
