Application Submission

Malta's Ordinary Residence (often marketed as 'Elective Residency') is processed by Identity Malta. EU/EEA/Swiss citizens benefit from streamlined rules; non-EU applicants face a deeper due-diligence process.

  • Required documents: passport, accommodation evidence (€275k+ purchase or €9,600+/year rental as a typical baseline), proof of self-sufficiency (savings, pensions, investments), private health insurance, and apostilled criminal-record certificate.
  • EU/EEA citizens can also apply on the basis of stable employment or self-employment income earned in Malta.
  • Application fee depends on category and number of dependents, typically €145 for the main applicant plus modest fees per family member.
  • Family members (spouse, children) can be included on the same file.

Due Diligence

Identity Malta conducts a Tier-1 background check: police records, financial soundness, source-of-wealth, and global media exposure. Non-EU applicants are scrutinised more deeply, with site visits and additional financial requests common.

  • Source-of-wealth review is typical for non-EU applicants: 12+ months of bank statements, tax returns, and CPA letters.
  • Tier-1 check usually takes 4 to 8 weeks, longer if information needs to be verified through international channels.
  • Health insurance must be from a Malta-licensed insurer or have written confirmation that the policy is accepted as locally compliant.
  • Identity Malta reserves the right to refuse without detailed explanation in cases of integrity concerns.

Interview

Some applicants are called for an interview, in person or by video, to verify the substance of the application: where you'll live, how you'll support yourself, family circumstances. The interview is fact-finding, not a test.

  • Be prepared to talk through how the income sources work and how you'll meet the self-sufficiency standard.
  • If you intend to apply for a Special Tax Status (Resident Programme for non-EU, or Global Residence Programme for EU), this is the right place to flag it.
  • Children of school age should have a clear schooling plan; Identity Malta sometimes asks about this.
  • Decisions are usually issued within 1 month of the interview.

Residency Grant

Once approved, you receive a Maltese e-residence card. The card is valid for 1 year initially, then renewable annually as long as you maintain the qualifying conditions (accommodation, finances, insurance).

  • Tax residency in Malta is triggered by 183 days of physical presence: residency under Ordinary Residence may bring you into the Maltese tax net.
  • The minimum tax under Special Tax Statuses (Global Residence, Residence Programme) is €15,000 per year on foreign-source income remitted to Malta.
  • After 5 years of legal residence, you can apply for permanent residence; citizenship pathways are limited and assessed case-by-case.
  • Dependents share the same renewal cycle as the main applicant.
